UK boards have moved decisively on AI. Ninety percent of technology leaders now report piloting or investing in AI — up from 59% in the previous survey cycle — yet 67% report no measurable return from those pilots, and the single biggest barrier they name is not the technology but proving the business case. Beneath the sanctioned portfolio runs an unsanctioned one: 71% of UK employees have used unapproved consumer AI tools at work, and 51% do so weekly.

The consequence is a widening gap between ambition and legibility. Investment flows, consumption-based costs accumulate, initiatives multiply — but nobody holds a complete picture of which AI initiatives exist, what they cost, who owns them, and what value they return.
